Article 1

Purpose. This Decision stipulates the principles, regulations, and measures for the management, monitoring, and supervision of groundwater use and drilling (including percussion drilling), to ensure the correct, economical, reasonable, and efficient use of groundwater in accordance with objectives, aiming to maintain the balance of groundwater quantity and quality, to cooperate in protecting the environment in a green and sustainable direction, and to promote economic and social development.

Article 2

Groundwater Management. Groundwater management refers to the process of surveying, collecting data, registering groundwater sources and groundwater wells, delineating areas at risk to groundwater quantity and quality, in order to develop plans for the management, tracking, and monitoring of groundwater drilling (including jet drilling) and use.

Article 3

Definition of Terms. The terms used in this Decision have the following meanings: 1. Groundwater source refers to water sources existing underground in layers, pockets, veins, or mixed with soil, such as well water, spring water, mineral water, deep groundwater, and underground seepage; 2. Groundwater refers to natural water located underground, such as well water, deep groundwater, spring water, and underground seepage; 3. Deep groundwater refers to groundwater obtained by drilling (including percussion drilling) from aquifers at a depth of 15 meters or more below the surface, which are confined aquifers containing soil and water-saturated rock layers; 4. Well water refers to groundwater located in unconfined aquifers that can be accessed by excavating to the aquifer for use; 5. Groundwater drilling (including percussion drilling) refers to drilling (including percussion drilling) through soil and rock layers into the ground to extract water for various purposes; 6. Groundwater source survey refers to collecting data and studying the conditions of groundwater sources, such as source quantity, pockets, veins, groundwater volume and quality, soil layers, rock layers, and water levels, to determine locations, coordinates, scope, and set markers; 7.
