Article 1
Purpose. This Decision stipulates principles and regulations regarding standards for the establishment and operation of slaughterhouses, in order to manage and promote factories to meet standards and comply with laws and regulations, aiming to adjust, improve, and enhance production efficiency, so that products have quality, meet standards, are clean, and are safe for consumers, promoting production into commodities and ensuring food security.
Article 2
Slaughterhouse Standards. Slaughterhouse standards refer to the provisions on the technical standard characteristics of slaughterhouses, mainly including site, construction, machinery and equipment, production processes, products, safety, hygiene, environment, and factory management and operation systems.
Article 3
Term Interpretation. The terms used in this Decision have the following meanings: 1. Slaughterhouse means a place or factory authorized to conduct slaughtering, cutting, and dividing parts of animals (such as cattle, buffalo, pigs) into products that can be sold as goods, according to the Lao People's Democratic Republic Economic Classification Codes (ISIC) 1011, 1012, and 1013; 2. Assembly line system means a production process carried out in sequence, starting from bringing animals into the factory, through slaughtering, cutting, and dividing animal parts until becoming products; 3. Conveyor belt or chain conveyor system means a system that continuously moves animal parts from one stage to another within the factory; 4. Cutting and dividing animal parts means separating large pieces into small pieces according to market demand.
