Article 1

Article 2
Facilitate the establishment of workers' representatives or grassroots trade unions in state-owned and private enterprises; at the same time, collective contracts must be concluded at the level of the respective unit.
Article 3
Informal worker groups (such as production groups and occupational groups) shall establish worker representatives or grassroots trade unions at the group level to facilitate the protection of the rights and interests of group members.
