Order on the Organization and Implementation of Dengue Fever (Aedes Mosquito Fever) Prevention and Control in the Entire Province of Attapeu

Article 1

[This document is the text of an order, issued solely based on Article 20 of the Law on Local Administration, "Powers and Duties of the Provincial Governor," and the submission of the Provincial Department of Health dated January 28, 2019, No. 32/ສທຂ, without being divided into multiple articles. It is now translated paragraph by paragraph as follows:]
Given that climate change has led to an environment conducive to the spread of dengue fever, becoming a cause for the increase in dengue fever outbreaks. In order to curb and control dengue fever and reduce illness and death among students of all ethnic groups, officials, and the people due to dengue fever, although the Provincial Department of Health has conducted surveillance and monitoring and taken various response measures, the number of dengue fever cases continues to rise. To ensure that the above issues are resolved in a timely and appropriate manner, public and private organizations and even the general public must genuinely participate and engage in the work of preventing and responding to the dengue fever outbreak. The Governor of Attapeu Province issues the following directive order:
1. Assign the Provincial Department of Health, the Provincial Department of Education and Sports, all provincial departments, provincial-level equivalent agencies, and the district governors of the five districts to guide and lead the implementation of dengue fever prevention and control work throughout the province, ensuring effective results.
2. Assign the Provincial Department of Health to coordinate with the Provincial Department of Education and Sports, all provincial departments, provincial-level equivalent agencies, and the district governors of the five districts to determine principles and methods, establish mechanisms, ensure coordination and reporting, and organize the implementation of dengue fever prevention and control activities throughout the province.
3. Assign the Provincial Department of Health and the district governors of the five districts to guide and lead the establishment of a regular campaign mechanism for organizing and implementing dengue fever prevention and control activities within their respective responsibilities.
4. Assign the district governors of the five districts to guide village-level organizations and even the general public to proactively carry out campaigns to inspect and eliminate dengue fever mosquito breeding sites, on a weekly regular basis in their own villages and households and at all gathering places, and report to the responsible superiors, implementing the "Five Measures" (five 'ປ'), namely:
1) Cover: Cover water storage containers inside and outside the house to prevent mosquitoes from laying eggs.
2) Change: Change and scrub the water in containers, such as flower pots, cabinet insect-proof water trays, cup trays, etc.
3) Stock: Stock mosquito-eating fish to consume larvae.
4) Tidy: Tidy the environment to prevent water accumulation in jars, cans, eaves gutters, old tires, flower pots, and the surrounding environment.
5) Practice: Form a habit of practicing regularly every week.
5. Request the district governors of the five districts, and the infectious disease prevention and control committees at the provincial, district, and village levels to guide and facilitate the participation of all departments and organizations within the province, districts, and villages in addressing the above work with a high sense of responsibility.
6. Assign all provincial departments, provincial-level equivalent agencies, the district governors of the five districts, committees at all levels, and even the general public throughout the province to jointly implement this order to achieve good results.
