Article 1
Purpose. This Decree aims to declare the establishment of the Nam E-Phou Leuay National Park to manage and protect the environment, forests, forest resources, aquatic animals and wildlife, and river sources, to preserve the beauty of natural scenery, historical sites, and culture, as a place for recreation, tourism, and scientific research, contributing to improving people's livelihoods and developing the economy and society in a green and sustainable direction.
Article 2
Location, Boundaries, and Area of Nam Et-Phou Louey National Park
Nam Et-Phou Louey National Park is located in Houaphanh Province, covering 5 districts: Et District, Hiam District, Houameuang District, Xam Neua District, and Xon District; Luang Prabang Province, covering 4 districts: Pak Xeng District, Phonthong District, Phonsay District, and Viengkham District; and Xieng Khouang Province, covering 1 district: Phoukout District. It lies between the following longitude and latitude coordinates:
- North: Longitude 103°46'09" to 103°72'91"7", Latitude 20°98'25"4" to 20°98'34"9"
- East: Longitude 103°78'75"2" to 103°78'21"0", Latitude 20°76'67"5" to 20°73'59"88"56"
- South: Longitude 103°91'31"09" to 103°90'31"09", Latitude 19°78'34"3" to 19°78'85"6"
- West: Longitude 103°71'02"7" to 103°90'18"1", Latitude 20°22'7" to 20°00'46"
The boundaries of Nam Et-Phou Louey National Park shall be based on a topographic map at a scale of 1:100,000, using latitude and longitude lines as the primary reference, compared with actual terrain features such as mountain ridges (watersheds), streams, rivers, and roads as landmarks, so that local administrative authorities and all ethnic groups are aware of and cooperate in the management, protection, and development effectively.
Nam Et-Phou Louey National Park has a total area of 410,720 hectares (four hundred ten thousand seven hundred twenty hectares), covering Houaphanh Province with 320,772.32 hectares (three hundred twenty thousand seven hundred seventy-two point three two hectares), Luang Prabang Province with 79,679.68 hectares (seventy-nine thousand six hundred seventy-nine point six eight hectares), and Xieng Khouang Province with 10,268 hectares (ten thousand two hundred sixty-eight hectares). The location and area of Nam Et-Phou Louey National Park are shown on the attached map at a scale of 1:350,000.
Article 3
Management. The management of the Nam Et–Phou Louey National Park shall include a National Park Management Committee and the Nam Et–Phou Louey National Park Administration Office. The organization and activities of the aforementioned committee shall be separately prescribed by specific regulations.
