Article 1
Purpose. — The new era construction of Vientiane as a City of Peace is a continuation of the ideas and outcomes proposed for the 450th anniversary of the founding of Vientiane (2010), as determined by Resolution No. 358/ຄພນວ (September 28, 2006) of the Vientiane Party Management Committee and the resolution of the (missing) session of the Vientiane Party Committee. It is also one of the "Six Constructions," namely, through all efforts, to ensure that Vientiane, as the national capital, firmly and durably maintains political tranquility and social order, creating a favorable economic-political and social environment, so that the livelihood and construction development in the new era are continuously improved.
