Article 1
Article 1. Purpose
This Law prescribes principles, regulations, and measures for the management, supervision, and inspection of work concerning electronic signatures, ensuring that such work is correct, standardized, modern, secure, and efficient, with the aim of protecting the rights and interests of the State, individuals, legal persons, and organizations, ensuring national stability, social peace and order, enabling integration with the region and internationally, and contributing to national socio-economic development.

Article 2. Electronic Signature
Electronic Signature refers to text, marks, symbols, numbers, sounds, or other objects generated in electronic form and attached to electronic data, used to identify and verify the identity of the signatory and the authenticity of such data.
Article 3
Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Public Key Infrastructure (PKI): Refers to technology used to ensure security when sending or receiving data information via the internet network, employing a key pair system consisting of a public key and a private key;
2. Public Key: Refers to a non-confidential security code that may be disclosed to the public, used to encrypt data information before sending it via a computer system;
3. Private Key: Refers to a unique security code used to decrypt the key pair paired with the corresponding public key;
4. Authentication: Refers to the correct and truthful confirmation of a person with respect to a particular data or document;
5. Confidentiality: Refers to preventing any individual, legal entity, or organization from accessing a particular data or document;
6. Data Integrity: Refers to verifying that a particular data or document is complete, certain, and consistent with the authentic data;
7. Non-repudiation: Refers to confirming the awareness and responsibility of a person, legal entity, or organization before the law with respect to a particular data or document;
8. Format: Refers to various forms of documents in an electronic system, requiring different programs or tools to display documents in various formats;
9. Originator: Refers to a person who creates, sends, or converts a particular data or document;
10. Addressee: Refers to a person who receives a particular data or document sent or shared by the originator;
11. Owner: Refers to a person who has the right and/or obligation to use, access, or dispose of a particular data or document;
12. Representative: Refers to a person authorized or entrusted by the owner to act as the originator on their behalf;
13. Data Storage System: Refers to a technical system used by the electronic signature certificate issuing authority to store information concerning the issuance and revocation of electronic signature certificates, so that the holder of the electronic signature certificate or other relevant persons can access such data;
14. Electronic Signature Certificate Holder: Refers to individuals, legal entities, and organizations that have obtained an electronic signature certificate from the electronic signature certificate issuing authority;
15. Automated System: Refers to an electronic system that, once created or configured, can automatically operate and execute using communication data information technology equipment for a specific purpose, at a set date and time.
