Article 1
Purpose. This Decision stipulates the principles, regulations, and measures concerning the management of pesticide business operations and pesticide risk reduction measures, to ensure the quality and safety of pesticides, aiming to protect humans, animals, plants, and the environment from the hazards of pesticide use, and to contribute to the development of agriculture in a clean, green, and sustainable direction.
Article 2
Management of pesticide business operations. Management of pesticide business operations refers to the application of principles and regulations to recognize and license all pesticide practitioners, including the implementation of pesticide risk reduction measures, inspections, and enforcement of laws and regulations.
Article 3
Definition of Terms: The terms used in this Agreement shall have the following meanings: 1. Decree means the Government Decree on Pesticide Management No. 258/Gov, dated 24 August 2017; 2. Pesticide Risk Reduction Measures means the principles and regulations concerning safety in the production, packaging, import, export, distribution, transport, storage and use of pesticides, including the disposal of pesticide waste, to ensure safety for human, animal, plant health and the environment. 3. Formulation means the mixing of multiple active substances together to make the product useful and effective for the intended target of use; 4. Label means the text, print or image printed on or attached to the pesticide container; 5. Color Standard System [unreadable portion] means colors that assist in distinguishing and comparing to show differences; 6. Establishment means any place where activities related to pesticides are carried out, such as production, storage, distribution, transport, use or disposal sites for pesticides; 7. Licensing Authority means the state organization responsible for issuing licenses for pesticide business operations, consisting of the Department of Agriculture and the Provincial Agriculture and Forestry Offices, Vientiane Capital; 8. Personal Protective Equipment means equipment and protective clothing for safety from direct contact with pesticides during handling and use; 9. General Use Pesticide means a pesticide that is registered and generally distributed in the market, with moderate hazard, low hazard, no acute toxicity hazard, and can be used; 10. Restricted Use Pesticide means a pesticide that is registered and has severe and highly severe hazard; 11. Water Source means a place where water collects, resides, stays or flows permanently or temporarily; water sources occur naturally or are man-made, existing on the surface, underground and in the air; 12. Environment means all living and non-living things that occur naturally or are created by humans surrounding any given target such as people, animals, plants and others that are related and affect each other.
