Article 1
Purpose. This Agreement stipulates the establishment, duties, powers, organizational structure, principles, and working methods of the Vientiane City Office, in order to enhance its role, responsibility, efficiency, and effectiveness as an advisory body assisting the Vientiane City Party Committee and administrative authorities.
Article 2
Establishment and duties. The Vientiane City Office, hereinafter referred to as the "City Office," is an organization within the Party and administrative structure of Vientiane City, serving as a grassroots Party committee, with a status equivalent to a city-level department or a state agency at the department level. The location of the Vientiane City Office is called: Vientiane City Administrative Office. The duties of the Vientiane City Office are to act as a staff agency, assisting the Vientiane City Party Management Committee, the Party Standing Committee, the Party Secretary and Deputy Secretaries, the administrative authorities, the Mayor and Deputy Mayors in directing, supervising, promoting, and tracking the implementation of resolutions of the Party Management Committee and the City Administrative Council meetings; to serve as a hub for liaison and coordination; to act as a service provider for the operation of Vientiane City leadership; and to manage the internal administrative affairs of the Vientiane City Office.
