Articles

Article 1

Article 6 Scope of Application of the Law Paragraph 2: This Law shall not apply to procurements directly related to national stability and security. However, for procurements of goods, equipment, vehicles, as well as construction, building repairs, office premises, offices, dormitories, schools, and mines belonging to the defense sector and the social order maintenance sector, used for daily administrative work, they must still be strictly implemented in accordance with the Law on Procurement Using State Funds (No. 30/National Assembly, November 2, 2017) and this Guidance.

Article 2

Article 7 International Cooperation International cooperation means promoting cooperative relations with foreign countries, regions, and international entities regarding procurement work using state funds, through the exchange of experiences, information, technology, training, and enhancement of technical levels, as well as fulfilling international conventions and agreements to which the Lao People's Democratic Republic is a party. In cases where an international convention or agreement, or an agreement between the government and a funding party or representative of a funding agency, has stipulated specific procurement regulations, such regulations shall be followed. If an international convention or agreement to which the Lao People's Democratic Republic is a party does not specify procurement regulations, this Law and the guidance on its implementation shall apply.
