Articles

Article 1

Assign each district governor to lead the District Agriculture and Forestry Office, all levels of organizations within the district up to the village administrative authorities, to mobilize and encourage the people: Those who possess production land must fully cultivate all of it; if they do not cultivate or are unable to cultivate it themselves, they must transfer the rights to others for cultivation, to prevent production land from being left fallow. For example: Low-lying fields must be planted with rice and crops requiring high water volume; highlands, if water supply is insufficient, should be planted with crops requiring less water, such as beans, corn, gourds, household garden crops, and other types of crops.

Article 2

Assign administrative authorities at all levels to mobilize and encourage people with land lacking production to engage in production within all irrigation projects capable of supplying water, fully cultivating the entire area.

Article 3

The Provincial Department of Agriculture and Forestry and the District Agriculture and Forestry Office are tasked with dispatching technical personnel to the irrigation project areas to comprehensively track, promote, and lead the people in putting them into practice.
