Article 1
Article 1 Purpose
This Law stipulates the principles, regulations, and measures concerning the management, supervision, and inspection of work related to persons with disabilities, in order to protect the legitimate rights and interests of persons with disabilities, eliminate all forms of discrimination against persons with disabilities, create conditions for persons with disabilities to develop themselves, become self-reliant, and be able to participate in social activities, aiming to ensure equality for persons with disabilities in political, legal, economic, cultural, social, and family aspects, enabling integration with the region and internationally, and participating in and contributing to the country's socio-economic development.

Article 2 Persons with Disabilities
Persons with disabilities are individuals who have impairments in physical, visual, auditory and speech, intellectual, memory, or other aspects, accompanied by barriers that hinder their daily living activities, learning, and full participation in social activities.
Article 3
Article 3. Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Barrier: refers to an environment lacking basic facilities for use by persons with disabilities, such as sidewalks, ramps, handrails, restrooms, elevators, resting areas, parking lots, signage, Braille, and sound signaling devices; as well as acts and attitudes by individuals and society that constitute discrimination against persons with disabilities;
2. Discrimination against persons with disabilities: refers to acts of contempt, mockery, exclusion, restriction, isolation, and refusal towards persons with disabilities;
3. Creation of convenience and safety facilities: refers to the construction and improvement of the environment to provide convenience and safety for persons with disabilities, such as sidewalks, ramps, handrails, restrooms, elevators, resting areas, parking lots, signage, Braille, and sound signaling devices;
4. Support devices: refers to equipment used by persons with disabilities for mobility and daily living, such as artificial limbs, artificial legs, and crutches;
5. Assistive devices: refers to equipment used by persons with disabilities for mobility and daily living, such as wheelchairs, rocking chairs, and backrest chairs;
6. Public places: refers to places that are accessible and usable by everyone, such as schools, hospitals, temples, parks, tourist attractions, stadiums, airports, ports, markets, parking lots, gas stations, event venues, and banks;
7. Barrier-free access: refers to obtaining services without obstruction, environmental barriers, or attitudinal barriers.
