Article 1

All comrades listed in the Provincial Governor's Decision No. 1673/Provincial Office (December 12, 2018) — regarding the establishment of a leading group responsible for organizing the promotion and implementation of Government Order No. 348 and the Ministry of Agriculture and Forestry's Guidance No. 830 (concerning poverty standards and development standards) — must proactively study the aforementioned documents together and disseminate them to their department staff.

Article 2

To enable the Party Committee, administrative authorities at all levels, departments, sectors, and offices to be informed of and understand the contents of Decree No. 348/Government and Guidance No. 0830/Ministry of Agriculture and Forestry, and to uniformly promote implementation in accordance with the duties and missions of each sector: The distinction between Politburo Order No. 309 and Decree No. 348/Government must be recognized, as Decree No. 348/Government, in its spirit, represents an enhancement of Politburo Order No. 309 in terms of development, serving as the basis and foundation for assessing the actual situation of families, villages, and districts according to poverty standards and development standards, and as the basis for determining the content of Party leadership and the development content of families, villages, and districts for several years to come (serving the Party's three-level congress).

Article 3

To train provincial and district-level responsible groups, coordination groups, and secretariats to become instructors and advisors for provincial and district leaders in promoting and implementing Government Decree No. 348 and the Ministry of Agriculture and Forestry Guidance No. 0830, going deep into local practice. The target for training provincial-level instructors is 10 or more persons, and for pilot districts, 6 or more persons.
