Directive on the Implementation of Support Policies for the Commercialization of Sugarcane Cultivation (Attapeu Province, No. 15/Governor's Office.AP)

Article 1

[Pursuant to Article 20 of the Law on Local Administration of the Lao People's Democratic Republic No. 68/National Assembly dated December 14, 2015, regarding the rights and obligations of the Provincial Governor, and the record of negotiations dated September 11, 2018, with 118 Sugar Sole Co., Ltd. on the policy to support sugarcane cultivation promotion under the 2+3 model]. For a period of time, the commercialization of agricultural production in this province has achieved relatively good development, including cultivation, animal husbandry, and fisheries by the people, operators, and companies, with products sold inside and outside the province, contributing to the development of the family economy and the society of the entire province. To promote the process of commercialization of agricultural production, the Provincial Governor issues the following directive order: 1. The administrative organs of the five districts shall take the lead in disseminating and promoting the support policy, enabling the people to participate in commercial sugarcane cultivation, supplying goods to 118 Sugar Sole Co., Ltd., adopting the 2+3 production model or a model with 100% investment by the people, with binding contracts signed between the people and the company, certified by the district-level organizational organs. 2. The district-level administrative power organs and relevant departments shall jointly disseminate and promote the support policy and provide support, establishing a management committee for the implementation of the 2+3 model sugarcane cultivation project at the district level. 3. The district administrative power organs, in coordination with the company, shall appoint committees to go to the grassroots to track, inspect, supervise, and guide planting work. 4. The Department of Agriculture and Forestry shall take the lead in forming sugarcane cultivation groups for sugarcane farmers, enhancing their capacity so that group representatives can obtain information, funding sources, and markets. 5. The Department of Natural Resources and Environment, in coordination with the districts, shall correctly issue land use right certificates in accordance with regulations. 6. The Department of Industry and Commerce shall focus on disseminating quality standards and prices for sugarcane at each stage, making them consistent with the actual situation. 7. The Department of Public Works and Transport shall determine reasonable transport price information and provide it to the company as a basis for calculating sugarcane transport fees at each point. 8. The company shall produce promotional boards regarding policies and purchase prices in each district to invite people to participate and further understand the company's policies. 9. All departments and sectors of society are tasked with taking the lead in mobilizing the people to widely participate in commercial sugarcane cultivation. 10. Village administrative power organs are tasked with taking the lead in mobilizing and leading the people to implement commercial sugarcane cultivation, utilizing idle land for extensive sugarcane planting to improve family life and make it increasingly better. Upon receipt of this directive order, the districts within the province, the departments around the province, relevant district-level offices, and even the people within Attapeu Province shall jointly and strictly organize its implementation.
