Articles
Article 1
Principles for Issuance of Business Licenses in the Industrial and Commercial Sector: Business activities in the industrial and commercial sector that require the issuance of a business license refer to activities such as industry and handicrafts, domestic trade, and import and export. The relevant departments shall study and determine the list of business activities and submit it to the Minister of Industry and Commerce for review and approval. The Minister of Industry and Commerce authorizes the relevant departments, provincial/Vientiane capital Departments of Industry and Commerce, and district/city Offices of Industry and Commerce to review and issue business licenses in accordance with the tiered approval stipulated in Article 3 of this Guidance.
Article 2
Content and changes to the content of the business license: The content and form of the business license shall comply with the regulations of the relevant department and shall conform to Article 17 of the Enterprise Registration Agreement No. 0023/ອຄ.ກທຄວ dated January 9, 2019. Changes to the content of the business license shall be applied for directly by the enterprise to the business license issuing authority; after each change, the relevant department shall send one certified copy of the new license to the enterprise registration officer who issued the enterprise registration certificate within 5 working days from the date of issuing the amended license, to collect information and enter it into the enterprise database.
Article 3
Hierarchical Approval for Issuance of Business Licenses: The approval for issuance of business licenses is divided into 3 levels, namely: 3.1 Central level: the Department of Industry and Handicrafts, the Department of Domestic Trade, and the Department of Import and Export; 3.2 Provincial level: the Provincial/Vientiane Capital Department of Industry and Commerce; 3.3 District level: the District/City Office of Industry and Commerce. Detailed regulations on the hierarchical approval for issuance of business licenses are set forth in the "Agreement on Certification of Industrial and Commercial Business Activities Requiring Business Licenses" promulgated in stages by the Ministry of Industry and Commerce.
