Articles

Article 1

Purpose: This Agreement stipulates the principles, regulations, and methods for management, monitoring, inspection, complaints, and dispute resolution in the fields of quality, standards, and metrology, to participate in consumer protection work. It is based on compliance with laws, national standards, technical regulations, and harmonization with regional and international regulations, aiming to protect the legitimate rights and interests of consumers of goods, products, and services within the Lao People's Democratic Republic.

Article 2

Consumer protection: Protecting consumers of goods, products, and services in terms of standards and metrology refers to taking measures to safeguard consumers' lives, health, property, rights, and legitimate interests from impacts caused by the use of goods and services that fail to meet standards, lack quality, or do not comply with standards and metrology regulations.

Article 3

Definition of Terms: 1. Consumer means an individual, legal entity, or organization that legally purchases and uses goods and services without commercial purposes; 2. Supplier means an individual, legal entity, or organization that produces, sells, distributes, purchases for resale, provides services, imports for distribution, and delivers goods for sale to consumers; 3. Service means an act of serving others, providing usage, or providing property benefits in exchange for money or other interests; 4. Quality means the specific quality characteristics of goods, products, and services that conform to published standards or technical regulations; 5. Standard means the specific quality characteristics of goods, products, services, processes, environments, and related matters, used to evaluate, classify, and determine the quality level of the aforementioned items, established and recognized by a standards body operating on a consensus basis; 6. Technical Regulation means specific technical provisions concerning goods, products, services, processes, environments, and other related matters; 7. Metrology means determining numerical values using numbers to indicate the characteristics, specifications, and quantities of items, measured using measuring samples, tools, and metrological equipment that comply with the standards prescribed by the Law on Metrology when calculation or knowledge is required; 8. Self-Complaint means a complaint filed by an individual or legal entity using goods and services to a consumer protection unit regarding an issue affecting them, seeking resolution; 9. QR Code means a two-dimensional code developed from barcodes, capable of storing more numerical and textual information, used for sales, transportation, marketing, public relations, and for accessing various websites.
