Subject: On the Dissemination and Implementation of Decree No. 348 on Poverty Alleviation Standards and Development Standards. Pursuant to: Article 20, Chapter 1 of the Law on Local Administration No. 68, dated December 14, 2015, of the Lao People’s Democratic Republic, regarding the powers and duties of the Provincial Governor; Pursuant to: Decree No. 348 on Poverty Alleviation Standards and Development Standards, dated November 18, 2017. To ensure the comprehensive dissemination and implementation of Decree No. 348 on Poverty Alleviation Standards and Development Standards, and to promote it among core cadres and specialized cadres in various fields, ensuring accurate implementation of poverty alleviation standards and development standards in accordance with the content and spirit of the Decree. Whereas: The assessment of poverty alleviation standards and development standards holds special significance, as it serves to evaluate the results of implementing the resolutions of the Party’s (nth) National Congress and the Provincial Party Organization’s (nth) Congress, as well as the five-year (Eighth) Socio-Economic Development Plan, i.e., poverty reduction and alleviation, family development and construction, village development and construction, transforming large villages into rural towns, and comprehensively building strong districts, achieving the targets set by the Provincial National Congress resolution. The Provincial Governor hereby issues the following guidance:
Article 2
Instruct the heads of various departments, agencies, the People's Defense - Public Security Command, and the governors of the 5 districts to proactively make preparations, organize the dissemination of Decree No. 348 on "Poverty Alleviation Standards and Development Standards" and Guideline No. 0830 on the implementation of the said Decree to core cadres within their respective systems and departments, enabling them to understand and comprehend the content and spirit of the above documents. This is to facilitate guidance, leadership, and cadre deployment within the scope of duties of their respective systems and departments, to descend to the district and village levels along the vertical lines of their systems to build the political foundation, participate in poverty alleviation and development, build and develop villages, transform large villages into towns, focus on key areas designated by the province in each district, and prioritize the construction of model villages within the above key areas, achieving the set targets.
Article 3
After the dissemination is completed, each sector shall report to the Provincial Department of Agriculture and Forestry no later than August 15, 2018, for consolidation and submission to the Ministry of Agriculture and Forestry for acknowledgment.
