Article 1
Purpose. This Decision stipulates the principles, regulations, and measures for organizing the implementation of the protection, management, service, and study work of the Kaysone Phomvihane Old Quarter, aiming to make the Old Quarter attractive, safeguard the cultural, architectural, and artistic values created by the people of various ethnic groups in Savannakhet Province across different periods, ensuring their perpetual preservation, and contributing to the cause of protecting and developing it into a green urban area and improving the living standards of the people of various ethnic groups in the Old Quarter.
Article 2
Protection, Management, and Services for the Old Quarter. Protection refers to safeguarding the cultural and historical value, form, traces, colors, patterns, and architectural history of existing buildings, residences, temples, churches, monuments, museums, office buildings, schools, auditoriums, and road facades within the Old Quarter, preserving them in their original state and appearance. Management refers to activities that monitor and inspect the implementation of laws and regulations in various forms to protect the valuable cultural relics under protection within the Old Quarter from damage; during new construction, additions, or renovations, the original appearance must also be maintained. Services refer to activities that provide support for various tasks within the Old Quarter, making them more efficient and effective than before; services are diverse, such as tourism services, entertainment services, catering services, etc.
Article 3
Definition of Terms. The terms used in this Decision shall have the following meanings: 1. Old Town: refers to the economic, social, and administrative center of the former Kanthabouly District (now Kaysone Phomvihane District). 2. Restoration: refers to repairs and renovations carried out to restore cultural relics or historical and cultural buildings to their original state and original morphological characteristics. 3. Building (Art): refers to artistic constructions of outstanding cultural and historical significance, associated with the way of life of various ethnic groups, ancestors, and national heroes. 4. Old Building: refers to buildings constructed as offices, agencies, schools, hospitals, or connected multi-room structures, with an age of 50 years or more. 5. Old Residence: refers to buildings constructed as dwellings, with an age of 50 years or more.
