Articles

Article 1

Pursuant to Article 12 of the Law on Government of the Lao People's Democratic Republic (No. 02/NA, May 6, 2003); Pursuant to Article 8 of the Decree of the President of the State (No. 02/President, October 20, 2003) on the Citation of Legislation. Since the period of 1989-1990 to the present, our country has transformed the Party's renovation policies into the Constitution, laws, and a large body of legislation, using them as tools for managing the state, economy, and society. However, no matter how complete, correct, and reasonable the Party's guidelines, plans, policies, the Constitution, laws, and various state regulations may be, if these documents are not widely disseminated to the entire society, made known, and effectively implemented with participation, they will become isolated texts without value or meaning. Therefore, emphasizing the dissemination and popularization of laws and the cultivation of legal awareness is an urgent requirement of the current objective situation. In the past period, the work of disseminating and popularizing laws, educating, implementing, and inspecting their enforcement has received considerable attention from various sectors and local state authorities, leading to an increasing understanding of laws among the people and a growing sense of legal compliance, contributing to basic social stability and order. However, it must also be noted that many sectors and localities have not given due importance to undertaking this work, have not regarded it as their own political task, and have instead relied on other agencies to carry out legal dissemination and legal awareness education on their behalf. This has prevented activities aimed at cultivating legal awareness in society from becoming a widespread, sustained, broad, and in-depth movement, failing to reach various target groups, which is one of the significant causes of legal violations.

Article 2

To ensure correct implementation in accordance with Article 8 of the President's Decree (No. 02/President, dated October 20, 2003), and to enhance the sense of responsibility of all agencies and organizations in disseminating and popularizing the Party's policies and guidelines (which have been transformed into national laws), so that cadres, people of all ethnic groups and strata throughout the country, expatriates, and foreigners all establish awareness of abiding by the law, the Prime Minister hereby issues this Order.

Article 3

Ministries and ministry-level agencies shall, based on their respective actual circumstances, effectively establish legal work units (which may be departments, divisions, or serve as legal offices) to act as staff assistants for legal work, particularly the formulation and implementation of legislation, for their respective ministries and agencies; at the provincial, Vientiane capital, and district levels, the provincial and Vientiane capital Justice Departments and district Justice Offices shall serve as directly subordinate legal work units to assist local state authorities in formulating and implementing legislation; as for the various departments and bureaus surrounding the provinces and Vientiane capital, as well as large state-owned and private companies, factories, and enterprises, they shall likewise establish legal work units to comprehensively carry out the formulation of legislation and the work of propaganda and education to cultivate legal awareness.
