Articles
Article 1
Purpose. This Decree stipulates principles, regulations, and measures regarding the management and tracking of the use of seals, to ensure that this work is correct, convenient, swift, and transparent, aiming for a high degree of uniformity in the use of seals, ensuring correctness and security. Article 2 Seal. A seal is a special tool, the affixing of which on documents signifies the authority, rights, and duties (as prescribed by law) of state organizations, positions of cadres and civil servants, social organizations, economic organizations, religious organizations, and international organizations operating in the Lao People's Democratic Republic, and confirms the legal value of the document.
Article 2
Interpretation of Terms. The terms used in this Decree shall have the following meanings: 1. "Wet seal" means a seal affixed to a document using ink, whereby the information and content of the seal are visible after affixation; 2. "Dry seal" or "embossed seal" means a seal affixed to a document without ink, whereby the information and content of the seal are prominently visible after affixation; 3. "Small seal" means a wet or dry seal with the same content as the original seal but of a smaller size; 4. "State organization" means the National Assembly, the President of the State, the Government, People's Councils at all levels and local administrative authorities, People's Courts at all levels, People's Procuratorates, embassies and consulates abroad; 5. "Economic organization" means state enterprises, enterprises or mixed enterprises with state capital accounting for 15% or more, commercial groups, commercial federations, commercial associations, merchant associations, and cooperatives; 6. "Social organization" means federations, unions, clubs, associations, and foundations; 7. "Engraving a seal" means manufacturing a seal in accordance with the design approved upon application by the relevant parties; 8. "Registration" means recording and collecting information regarding the design, size, and content of the seal.
Article 3
Principles of Seal Management and Use. The management and use of seals shall adhere to the following principles: 1. Compliance with the Party's line, policies, Constitution, laws, and regulations; 2. Compliance with the political duties, status, responsibilities, rights, and obligations of the department, agency, or organization; 3. Centralized and unified nationwide; 4. Open, transparent, fair, and verifiable.
