Article 1
(Participation) I. Participation of Parties. Participation in laws and regulations: 1. Obligations of Lao citizens regarding road work: Lao citizens, aliens, foreigners, and stateless persons residing in the Lao People's Democratic Republic have the obligation to respect and comply with laws and regulations concerning roads, to participate in the construction, maintenance, and repair of roads, including safety protection, traffic order, maintaining cleanliness and aesthetics, and environmental protection. 2. Obligations of Lao citizens regarding urban planning: The aforementioned persons have the obligation to respect and comply with the Law on Urban Planning (amended version), to participate in the implementation of urban planning, and to protect the environment, culture, history, as well as the architectural, artistic, and landscape characteristics of the city, ensuring their beauty and durability. 3. People from all strata shall proactively mobilize and stop any acts violating relevant laws and regulations, and shall proactively assist the government in propaganda and mobilization, widely disseminating the management of each road and housing urban planning work. Regarding participation in bridge and road, housing urban planning, and environmental work: The municipal administrative organs of the four cities are assigned to direct village-level administrative organs and all parties to jointly implement the management, protection, maintenance, and use of each road in the four cities, strictly implementing the Law on Roads (amended version). The roads involved include: national roads, provincial roads, district roads, urban roads, rural roads, and special roads. This also includes: sweeping roads, maintaining road cleanliness, removing waste, dirt, sewage (involving offices, villages, households, public places, markets, bus stations, canals, and rivers and streams); repairing houses and villages, cleaning buildings, and trimming vegetation within their own scope; all construction must apply for permission from the urban planning management authority, pay attention to protecting road reservation zones, and implement construction red lines in accordance with the Construction Management Regulations (No. 7681/CXPK) and Urban Planning Regulations (No. 1366/CXPK); demolish buildings and extensions, billboards, and signboards along roads that are not permitted by the urban planning management authority, and clear obstacles on sidewalks and public areas; when building houses along roads, attention must be paid to maintaining order and cleanliness within the construction site, etc. The illegal parking of motor vehicles must comply with Articles 1 and 6 of the Law on Urban Planning (amended version, No. 40/SPC, November 16, 2017) and related regulations.
