Summary
Vientiane Capital, in accordance with the Plant Protection and Quarantine Law (amended) and others, formulates this Agreement stipulating principles, standards, rights and duties of parties, inspection, income and expenditure, and prohibited matters regarding the promotion and management of quality of plants and plant products produced in Vientiane Capital or imported from other localities or foreign countries, to ensure consumer food safety.

Article 1
Article 1: Purpose. This Agreement implements the Law on Plant Protection and Quarantine (Amended) and the Minister of Agriculture and Forestry’s Agreement on Organic Agriculture Standards, Good Agricultural Standards, and Product Safety, aiming to promote the quality of plants and plant products produced in Vientiane Capital or imported from other provinces or foreign countries for sale in Vientiane Capital, ensuring they comply with nutritional principles and quality standards, thereby safeguarding consumers’ access to safe goods and clean food, while also enabling competition with foreign goods.

Article 2 Definitions. Promotion and management of plant quality refers to encouraging and driving operators to actively compete, expand production and sales of plant-based commodities, shifting from the source to the sales stage to comply with national and international standards (ISO 22000:2005), while protecting and safeguarding the hygiene principles of consumers.
Article 3
Article 3: Interpretation of terms in this Agreement. 1. Plant quality management: Refers to controlling the quality of plants from land preparation, planting, cultivation, post-harvest handling through to processing and sale, ensuring compliance with nutritional principles and guaranteeing cleanliness and safety for consumers. 2. Plant quality promotion: Refers to guidance, knowledge transfer, facilitation, and support provided by the state and management authorities to those intending to grow and sell plants according to officially established standards. 3. Plant products: Refers to plant produce that has undergone primary processing for sale in shops and markets. 4. Plant standard inspection authority: Refers to an organization established with state approval, responsible for inspecting the performance of inspection units and operators and providing legal knowledge on agricultural products. 5. Plant inspection center: Refers to an official site for inspecting plant standards, including domestic producers and importers for sale. 6. Pesticide residue: Refers to specific components of pesticides remaining in plants, soil, water, food, or agricultural products, exceeding the standard limits set by the Ministry of Agriculture and Forestry, Ministry of Health, Ministry of Science and Technology, Ministry of Science and Environment, and international organizations. 7. Consumption safety: Refers to plants and plant products sold to consumers being clean, free from pesticide residues or having low residue levels, free from infectious pathogens, and safe for consumption without causing impacts on human health or the environment. 8. Plant quality: Refers to products obtained from correctly growing and preserving plants according to technical principles, which are clean and safe for consumers. 9. Testing: Refers to taking samples of plants and plant products for analysis to examine the level of pesticide residues in plants and plant products.
