The Mayor of Vientiane, pursuant to the Decree on Pesticide Management (No. 258/Gov), issues this agreement to regulate permitted and prohibited pesticides, their use, sale, import, management and inspection authorities, powers and duties of management committees at all levels, prohibitions, revenues and expenditures, and measures against violators in Vientiane.

Article 1
Article 1: Purpose. This Agreement stipulates measures for the management, inspection, and implementation concerning the sale (retail) and use of pesticides in Vientiane City, to ensure safety for health, life, property, the environment, and society. (Formulated in accordance with the Decree on Pesticide Management No. 258/Government.)
Article 2
Article 2: Definitions. Pesticide management refers to measures implemented in accordance with technical standards regarding the use and trade of pesticides, to ensure safety for health, life, property, the environment, and society.
Article 3
Article 3 Definition of Terms. (Pursuant to the Decree on Pesticide Management No. 258/Government, dated August 24, 2017. Supplement:) Pesticide Inspector: refers to planting technical personnel officially appointed by the Vientiane City Department of Agriculture and Forestry to perform pesticide inspection work at the provincial and district levels; Pesticide Management Committee: refers to personnel officially appointed in turn by the Mayor of Vientiane City and the District Chief, composed of departments including Agriculture and Forestry, Public Security, Industry and Commerce, Health, and Natural Resources and Environment.
