Articles

Article 1

Article 1: Purpose. This Agreement stipulates the principles, regulations, and measures concerning the management and protection of That Luang Square, That Luang, and its surrounding areas, to make the area solemn and sacred, becoming a center for ceremonial areas, heritage, national spiritual culture, and religious sites, an area embodying wisdom and civilization, as well as a historical-cultural tourist destination, and making an important contribution to the continuous growth and development of Vientiane Capital.

Article 2

Article 2. Definition of Terms. The terms used in this Agreement shall have the following meanings:
1. That Luang Square: refers to the grand and solemn large square with national political origins, used for conducting public activities and hosting important events for the nation, Vientiane City, and the people.
2. Religious Sacred Sites: refer to venues and buildings serving religious activities, such as: North That Luang Temple, South That Luang Temple, the Dharma Hall, and the That Luang Stupa itself.
3. Public Places: refer to public places surrounding That Luang and That Luang Square, such as: the National Assembly Building, the Monument to Unknown Heroes, Saythany Garden, the 450th Anniversary Roundabout, Nong Saphan Lian Garden, the electrical substation, etc.
4. That Luang—That Luang Square Surrounding Area: refers to the outer perimeter of the enclosure of That Luang and That Luang Square, including: That Luang Village (North, Central, South), Nong Bun Village, Bunsa-ah Village, Bunkhen Village, Yongje Loun Village, and Hongka Village.
5. Affairs Management: refers to formulating and implementing relevant regulations and rules, preserving cultural relics and affairs sites, maintaining their value and original form, tracking and inspecting actual implementation, resolving usage issues, and clarifying the responsibilities of relevant agencies.
6. That Luang Precinct: refers to all areas from the outer layer to the inner layer of the enclosure, including the Monument to King Saysettha, North That Luang Temple, and the courtyard of South That Luang Temple.
7. Management Scope: refers to That Luang Square, That Luang, the That Luang Precinct, Religious Sacred Sites and Public Places, and the That Luang—That Luang Square Surrounding Area.
8. Event Organization: refers to conducting activities using the That Luang Precinct and surrounding areas for various affairs, in accordance with traditions permitted by the competent authorities of the Central Party Organization, the National Assembly, the Government, ministries—agencies, the Vientiane City Administration, and social organizations.
9. The regulations applicable to this Agreement concerning the protection, restoration, and preservation of Religious Sacred Sites and Public Places in this area shall comply with the provisions of Article 111, paragraphs 9, 10, 11, and 12 of the National Heritage Law regarding construction, protection, repair, and restoration of various affairs and surrounding residential buildings, provided they are coordinated with the Religious Sacred Sites and Public Places in the heritage area.
10. That Luang Heritage Area encompasses: historical monuments, public places, and surrounding areas.
11. Landscape and Original Appearance of this Area: creating an attractive scenery to attract and draw local residents and foreign visitors into this area; maintaining order and cleanliness, achieving a high level of cleanliness and safety.
