Article 1
Article 1 (Amended): Purpose
This Law prescribes principles, regulations, and measures regarding the organization, management, tracking, and inspection of civil registration work to ensure clarity, accuracy, and the provision of systematic, comprehensive, and complete information, aiming to protect the legitimate rights and interests of citizens, ensure social peace and order, and contribute to promoting national economic and social development.
Article 2
Article 2 (Amended) Household Registration
Household registration refers to the register recording household registration, used to certify the identity status of an individual or a family, and is a legally valid official document.
Article 3
Article 3 (Amended): Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Household registration refers to the entry of various types of household information item by item into the household registration register;
2. Personal status refers to the legal status reflecting an individual’s characteristics, such as name, surname, address, unmarried, married, divorced, or widowed;
3. Family status refers to the relationships among family members, such as father, mother, children, and grandchildren;
4. Household registration book refers to an official document certifying the residence and lawful domicile of family members of Lao citizens, aliens, and stateless persons, processed in accordance with the law;
5. Missing refers to a person who has left their family, with their whereabouts unknown and no news received for over two years, or for over six months following an accident, as confirmed by a court judgment;
6. Declared dead by court judgment refers to a person who has left their family, with their whereabouts unknown and no news received for three years, as confirmed by a court judgment;
7. Change of nationality refers to acquiring Lao nationality, restoring Lao nationality, renouncing Lao nationality, and revoking Lao nationality;
8. Migration refers to an individual or family moving from their original place of residence to live elsewhere;
9. Representative offices of the Lao People’s Democratic Republic abroad refer to embassies and consulates of the Lao People’s Democratic Republic abroad.
