Article 1
Purpose. This guidance document elaborates on and provides implementation guidance for certain provisions of the Law on Combating and Preventing Computer System Crimes (Law No. 61/NA, promulgated on July 15, 2015), by supplementing explanations of content of a technical and professional nature, acts constituting computer system crimes, and attaching examples for ease of understanding and application, with the aim of ensuring accurate, effective, and fruitful implementation of the said law, and maintaining uniformity nationwide.

Article 9. Disclosure of computer system access protection measures refers to the unauthorized disclosure of specific protective measures, such as: passwords, vulnerabilities, intrusion methods, methods of attacking computer systems, and other methods that may cause harm to the state, individuals, legal persons, organizations, and society. Example: A, without authorization, discloses the passwords, vulnerabilities, intrusion methods, and attack methods of an institution's computer system to others, resulting in damage to that institution's computer system.

Article 10 Unauthorized access to a computer system refers to the use of electronic devices or tools, such as: computer programs, malicious programs, data storage devices, and other methods, to access a computer system with specialized protective measures, in order to steal commercial, financial, confidential, or other data of individuals, legal persons, or organizations. Example: A, without authorization, connects a data storage device carrying a virus to a computer system of an organization to steal data, forge data, tamper with data, or commit other acts, thereby causing damage to the organization's computer system.
