Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures for the technical standard testing and certification of ICT equipment produced, imported, exported, and sold within the territory of the Lao People's Democratic Republic, aiming to achieve uniformity, maximum efficiency, and effectiveness nationwide, with the goal of ensuring the quality and safety of ICT equipment, social stability, security, and order, thereby contributing to the defense and construction development of the country.
Article 2
Testing and certification of technical standards for ICT equipment. Testing and certification of technical standards for ICT equipment refers to the testing of technical standards, approval of technical standards, declaration of conformity with technical standards, and the use of technical standard marks, to prove that the equipment complies with the technical standards prescribed by the Ministry of Posts and Telecommunications.
Article 3
Terminology explanation. The meanings of the terms used in this agreement are as follows: 1. International Telecommunication Union (ITU): refers to the international organization responsible for managing and standard-setting work in international conventions within the ICT field; 2. Radio Regulations: refers to the regulations for the use of wireless communication frequencies (hereinafter referred to as frequencies) established by the ITU; 3. Technical standards: refer to criteria or requirements specifying conditions, methods, and work processes for equipment or communication systems, which are official documents of an organization, country, or group of countries, and are mandatory within that geographical scope; 4. European Telecommunications Standards Institute (ETSI): refers to the body responsible for setting standards in the telecommunications field within the European Union; 5. ICT equipment: refers to frequency equipment, telecommunications equipment, and information and communication technology products, such as mobile phones, tablets, mobile phone base stations, etc.; 6. Ministry: refers to the Ministry of Posts and Telecommunications.
