Articles

Article 1

Purpose. This Decision stipulates the principles, systems, and measures for the management, tracking, inspection, and use of the barcode system in the Lao People’s Democratic Republic, based on correctness in accordance with the system, principles, and national, regional, and international standards, aiming to promote quality production and services that align with reality, and to contribute to the national socio-economic development.

Article 2

Barcode. A barcode (Barcode) is a standard used for management, production, inspection, verification, identification, transportation, and warehousing systems of goods, widely applicable to facilitate domestic and international trade.

Article 3

Definition of Terms. The terms used in this Decision shall have the following meanings: 1. Barcode System: refers to the system for setting, designing, using, and inspecting Barcodes and RFID tags; 2. Barcode: refers to a symbol in the shape of vertical lines, also known as Barcode, representing numbers or characters readable by a barcode scanner; 3. RFID (Radio Frequency Identification): refers to electronic tags containing information that can track the movement of goods via radio waves; 4. GLN (Global Location Number): refers to a code indicating the location of a company; 5. GS1: refers to the first-level international standards organization, which is the body responsible for setting codes, managing, tracking, inspecting, and protecting the barcode system for global branches and barcode members; 6. EAN/UPC: refers to European and international barcodes containing 13 digits, used as codes for retail goods; 7. ITF-14: refers to barcodes containing 14 digits, used for cartons and containers; 8. GS1-128: refers to barcodes used in transportation and warehousing systems, capable of accommodating more product numbers and character information; 9. GS1 DataMatrix: refers to two-dimensional barcodes used for medical devices or metal containers; 10. GS1 DataBar: refers to barcodes used for short-shelf-life, perishable goods (such as plants, vegetables, fruits, meat, etc.); 11. Barcode Number: refers to the encoded digits of Barcodes and RFID; 12. GTIN (Global Trade Item Number): refers to the international unique number for goods; 13. Member: refers to individuals, legal entities, or organizations that register with the barcode unit or authorized agency to apply for the use of barcodes; 14. Operator: refers to individuals, legal entities, or organizations engaged in commercial operations and holding legal registration under the Enterprise Law of the Lao People's Democratic Republic; 15. Consumer: refers to individuals, legal entities, or organizations that consume goods or products; 16. Quality Mark: refers to a symbol certified as passing inspection and obtaining a quality certificate from the Department of Standards and Metrology; 17. Lao National Standard (abbreviated as มล): refers to standards approved by the National Standards Committee and published for use by the Ministry of Science and Technology; 18. Quality Certification: refers to the process by which an authorized inspection body, in accordance with established national, regional, and international standards, inspects compliance and issues a quality certificate.
