Articles
Article 1
The Ministers, heads of bodies equivalent to ministries, the Mayor of Vientiane Capital, and the Governors of all provinces nationwide are hereby charged with diligently leading, promoting the organization of study, and ensuring comprehension of Resolution No. 25/ກມສພ, dated December 22, 2014, of the Political Bureau of the Party Central Committee, and this Prime Ministerial Order. This shall be carried out in a thorough and widespread manner, combined with the dissemination of lessons learned from the previous pilot implementation of the "Three Builds" program, so that the Party committees, cadres, and Party members of the respective ministries, agencies, and localities, from the ministerial level down to the village grassroots level, deeply and universally understand each objective. This shall be completed by November 2016, in order to achieve a high degree of unity in organizational implementation.
Article 2
Assigns the task of urgently studying, issuing regulations, and formulating plans to implement the Resolution of the Politburo of the Party Central Committee and this Prime Ministerial Order, in line with actual conditions and the functions, roles, scope of authority, and responsibilities of each agency, sector, and locality, specifying clear goals in all aspects on a yearly basis, so as to organize implementation year by year and achieve practical results.
Article 3
Assign ministries and ministerial-level agencies to urgently study and amend the Prime Minister's Decrees on the organization and operation of their agencies, while simultaneously perfecting necessary mechanisms and regulations to align with the "Three Constructions" guiding principle, aiming to enable ministries and ministerial-level agencies to perform their macro-management functions practically, clearly, and effectively, focusing on: 3.1 Research and transform the Party's guidelines, policies, and lines related to the agency's functions into strategies, plans, programs, and projects to develop the sector nationwide; 3.2 Research, perfect, and issue policies, laws, and regulations for managing the sector and implement them nationwide; 3.3 Research and develop position standard plans, organize capacity building and enhancement, and monitor and inspect the recruitment and utilization of personnel within the sector, implementing nationwide; 3.4 Research science and technology and promote and guide the application of science and technology in the sector's development, including modernization in line with the times; 3.5 Monitor, inspect, promote, and evaluate the implementation of laws, policies, and key tasks of the sector nationwide. At the same time, assign ministries and ministerial-level agencies to jointly review and re-study the division of management levels, assignment of tasks to Vientiane Capital and provinces, and the distribution of responsibilities and benefits, making them detailed and clear, to assist Vientiane Capital and provinces in organizing the implementation of the work of building provinces as strategic units, building districts as comprehensive and strong units, and building villages as development units, in accordance with the direction and unified standards set forth in the Politburo Resolution No. 25/CMP, combined with local grassroots realities.
