Article 1

Article 2
Meaning of terms. 1. Fulfillment of obligations by the people: refers to the duties and responsibilities that every citizen aged 18 or above and not mentally incapacitated must perform, such as participating in collective activities of the village, paying taxes and fees in accordance with national laws and regulations. 2. Participation of the people: refers to the voluntary and active contribution by each individual and each household, in the form of funds, valuables, materials, grain, food, etc., to support national defense, maintain public order, and assist in activities for disaster relief and aid to victims.

Principles. 1.
