Article 1 Purpose
This agreement stipulates principles, regulations and measures regarding the import and export of goods by foreign traders in order to expand trade by creating favorable conditions for the import and export of goods, aiming to promote and strengthen domestic trade and production, contribute to the socio-economic development of the nation, and be consistent with regional and international economic integration.

Effectiveness. This Decree shall take effect from the date of its signing and shall be implemented after publication in the Government Gazette. (The signature block is illegible in the source gazette scan; refer to the original official Lao gazette.)

Article 3 Definition of Terms
The terms used in this agreement shall have the following meanings:
1. Foreign trader means a trader who is registered and operates business in accordance with the laws and regulations of the foreign trader's country.
2. Domestic trader means an enterprise that is registered and operates business, and has the right to distribute goods in the Lao PDR.
3. Certificate of trading rights means an official document issued by the Import and Export Department, Ministry of Industry and Commerce, to certify the trading rights of a foreign trader.
