Articles
Article 1
Purpose. This Decree stipulates the principles, regulations, and measures concerning the management, supervision, and inspection of business activities related to the import, export, sale, production, and assembly of vehicles in the Lao People's Democratic Republic, ensuring that such business activities are correct and comply with laws and regulations, aiming to protect the rights and interests of the state, business operators, and consumers.
Article 2
Vehicle Industry. The vehicle industry refers to business activities related to the import, export, sale, production, and assembly of vehicles.
Article 3
Definition of Terms. The terms used in this Decree shall have the following meanings: 1. Vehicle means all types and kinds of vehicles driven by an engine and having two or more wheels; 2. Vehicle display and sales premises means premises where vehicles are displayed and sold; 3. Vehicle parts and components means parts and components of vehicles imported or produced for the purpose of assembling into a complete and usable vehicle; 4. Its customer means a person who purchases vehicles from an import-export company, a production or assembly factory, or a domestic sales company under a sales contract for the purpose of resale within the territory or export; 5. SKD (international abbreviation) means a set of parts and components that are roughly disassembled and separated to approximately 50%, imported or produced domestically for the purpose of assembling vehicles in a factory in the Lao People’s Democratic Republic; 6. CKD (international abbreviation) means a set of completely disassembled and separated parts and components, imported or produced domestically for the purpose of assembling vehicles in a factory in the Lao People’s Democratic Republic; 7. IKD (international abbreviation) means parts and components disassembled and separated in the CKD manner but not as a complete set, imported or produced domestically—prepared for assembly in a factory; 8. Parent company authorization letter means a copyright authorization letter issued by the parent company permitting the production and assembly of vehicles and the production and assembly of vehicle parts and components.
