Article 1 (Amended) Purpose
This law defines the status, role, rights, duties, responsibilities, obligations, standards, levels, grades, positions, policies, prohibitions, commendations, and disciplinary measures for military officers to ensure the building, leadership, command, management, and supervision of the activities of military officers, aiming to make them strong in political ideology, solid in organization, strict in discipline, modern in style, a core force, and proactive in protecting and developing the nation.

Article 2 Officers of the Lao People's Army
Officers of the Lao People's Army are cadres of the Party and the State, holding ranks from Second Lieutenant to General, and have rank insignia, grade insignia, branch insignia, service insignia, and special uniforms, as prescribed by the government.

Article 8 (New) Interpretation of Terms
The terms used in this law have the following meanings:
1. Military region means the division of national defense areas, including central forces and local forces;
2. Officer rank means the ranks of company-grade officer, field-grade officer, and general officer;
3. Officer grade means the grades of Second Lieutenant, First Lieutenant, Captain, Major, Lieutenant Colonel, Colonel, Brigadier General, Major General, Lieutenant General, and General;
4. Conferment of grade means granting a grade to those who graduate from military academies and those with outstanding achievements;
5. Conferment of equivalent grade means granting an equivalent grade to those who graduate from specialized fields outside the military;
6. Promotion means raising the grade to a higher level for those who perform command duties and those who graduate from military academies both domestically and abroad;
7. Promotion of equivalent grade means raising the equivalent grade to a higher level for those who perform various specialized duties, those who do not perform command duties, and those who have not studied at military academies.
