Article 1
Article 1 Purpose
This Decision aims to refine and specify the content of Government Decision No. 848/Government (November 16, 2017) on comprehensive standards, and the guidelines for implementing the Decree on Poverty Alleviation Standards and Development Standards, into standards for model agricultural and forestry households, model agricultural and forestry villages, and agricultural and forestry development districts; to provide a basis for the agricultural and forestry system to implement uniformly nationwide.
Article 2
Article 2: Model Agricultural and Forestry Households
Model agricultural and forestry households must meet the following standards:
1. Must build a house within a fixed village according to the established village plan; each plot of land of the household or household members must have a land registration book or land use right certificate; if it is a tree plantation, the plantation must also be registered; every plot of land used for production or services must have clear and correct use certification, and land use management regulations must be implemented in accordance with the village land use plan.
2. Must have structures connected to the residence, such as: kitchen, toilet, livestock pen, vegetable garden, fruit orchard, etc., arranged neatly, safely, and conveniently for use.
3. Must be able to use water sources for agricultural production throughout the year.
4. Must have received vocational skills training in a certain agricultural or forestry field; must know how to apply techniques that continuously improve yield and productivity.
5. Must engage in integrated clean agricultural production and have a good environmental protection plan at the household level.
6. Must be a household actively participating in agricultural and forestry production groups or other development groups established by local authorities.
7. Must know how to formulate production plans or operate agricultural and forestry businesses, with continuous profitability for at least 8 years.
8. Average income must be higher than the local area average, or higher than 5.6 million to 7.2 million Kip per person per year, or approximately 700 to 900 US dollars per person per year.
9. Must have good practical experience and be able to serve as a learning model for other households.
