Articles
Article 1
Assign to the various provincial departments, agencies directly under the provincial administration, the Lao Front for National Construction, mass organizations, districts, and all relevant sectors to strengthen attention and strictly implement the Law on Notarization and Registration and all regulations related to notarization and registration work, regarding respect for and implementation of the Law on Notarization and Registration as an important process in building Bokeo Province into a province with justice and civilization in accordance with the Party and State's line, contributing to the construction and development of the province's economy and society.
Article 2
Hereby instruct all provincial-level and surrounding departments, mass organizations, districts, and all relevant entities, including public and private sectors, Lao citizens, and foreigners, to be informed and uniformly implement notarization and registration work in accordance with Article 9 of the Law on Notarization and Registration, which stipulates: Notarization and registration work is the certification of the correctness of various contracts, such as: sales contracts, loan contracts, lease contracts, construction contracts, labor contracts, partnership contracts, etc.; wills; ownership of joint marital property or original property; copies of documents; signatures or fingerprints; translations; verification of identity against photographs; the year, month, and day of document certification; receipt of certified documents; other documents. Any important document or various types of contracts shall have legal effect only after obtaining certification of their correctness from the notarization and registration authority. For contracts or documents that have not yet obtained certification from the notarization and registration authority, relevant state organizations shall guide individuals, legal persons, and other organizations to first go to the notarization and registration office (Provincial Department of Justice) to obtain certification of correctness.
Article 3
When individuals, legal persons, and organizations bring various contracts or documents to the notary registration office for legal correctness certification, they shall pay handling fees and service fees in accordance with the Notary Registration Law and the decrees issued by the President of the State at various times.
