To: Ministers, Heads of Ministry-Level Agencies, Mayor of Vientiane Capital, and Provincial Governors. Pursuant to: The Government Law No. 04/NA dated November 8, 2016; The Aquatic and Wildlife Law No. 07/NA dated December 24, 2007; The Criminal Procedure Law No. 17/NA dated July 10, 2012; The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), to which Laos is a Party; The Submission No. 32/MAF dated April 27, 2018, from the Ministry of Agriculture and Forestry. In order to strengthen the organization and implementation of management and inspection of endangered prohibited hunting wildlife and wild plants, to comply with laws and regulations promulgated by the government and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), to which Laos is a Party, and thereby to prevent, combat, and address illegal activities involving prohibited hunting wildlife and wild plants, the Prime Minister issues the following Order:
Article 2
Assigns ministries, relevant agencies, and local governments at all levels to strengthen and pay attention to correctly performing duties, exercising powers, and assuming responsibilities in accordance with regulations and laws, especially the various laws and regulations concerning the management, inspection, and prosecution of prohibited wildlife and plants.
Article 3
Cease the hunting of all wildlife listed in the prohibited hunting list (List I); cease the import, transit, export, and trade of live and dead wild animals and plants of the prohibited hunting category (List I), including their parts, organs, and all types of products, in accordance with the Law on Aquatic and Wildlife of Laos and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); as for wildlife listed in the management list (List II), they must also be strictly managed in accordance with the law and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), to which Laos is a party.
