To: Director of the Provincial Agriculture and Forestry Department, District Governors, District Agriculture and Forestry Offices, Village Administrative Authorities, and the general public raising cloven-hoofed livestock (cattle, buffalo, goats, and pigs). Pursuant to: Law on Livestock and Veterinary Medicine No. 03/NA, dated November 11, 2016; Report No. 017 of the Ministry of Agriculture and Forestry, dated March 2, 2018; Directive of the Prime Minister, dated March 28, 2018. From early November 2017 to February 2018, it was reported that Huaphan Province and Xayaboury Province experienced outbreaks of foot-and-mouth disease in livestock, and Bokeo Province is one of the provinces bordering Xayaboury Province. To prevent the spread of the aforementioned disease into our province and infection of the livestock of the local people, thereby causing losses to the national economy and the property of the people, it is necessary to strictly carry out tracking, monitoring, control, and prevention work within this jurisdiction. The Governor issues the following order:

The provincial Department of Agriculture and Forestry is tasked with coordinating the district Agriculture and Forestry Office to take the lead, in collaboration with village veterinarians, mass organizations, local administrative agencies, and other relevant departments, to organize propaganda, dissemination, and education for the people and operators involved in raising cattle, buffalo, goats, and pigs (whether household-based, group-based, or farms, as well as livestock traders throughout the district), so that they are aware of and understand the serious harm of foot-and-mouth disease; at the same time, urge and guide them to pay attention to implementing the Law on Livestock and Veterinary Medicine, relevant decrees and regulations, and strictly cooperate with the measures for monitoring, blocking, controlling, and preventing the disease issued by higher authorities.
