Articles

Article 1

Assign the Ministers, Heads of ministerial-level state agencies, Heads of Party organizations at the central level, Secretary-General of the National Assembly, Head of the Office of the President of the State, President of the Supreme People's Court, President of the Supreme People's Procuracy, President of the State Audit Institution, President of the Central Committee of the Lao Front for National Construction, President of the National Veterans Federation, Presidents/Secretaries of mass organizations at the central level, Mayor of Vientiane Capital, and Governors of provinces to inspect the previous approval of their organization's staffing quotas, and to thoroughly rectify any inaccuracies found, as the previous approval of staffing quotas was characterized by an annual increase in the number of civil servants.

Article 2

For ministries, Party organizational structures, or local government agencies that have not yet determined their staffing quotas, they must determine the staffing quotas of their own organizations, carry out correct and appropriate determination through analysis and reasonable allocation of work, on the basis of "one person holding multiple posts," in order to reduce frequent requests for increasing civil servants.

Article 3

Re-examination, review, and determination of staffing quotas must be correct and commensurate with the actual workload; for any department, division, or organizational unit where the number of civil servants is excessive and disproportionate to the existing work, civil servants shall be transferred to departments, divisions, or organizational units with insufficient civil servants to achieve an appropriate number; after transfer, attention must be paid to their training to strengthen their professional competence, ensure they have the correct class viewpoint and stance, a sense of responsibility, and can effectively complete work with quality; no unnecessary positions or personnel shall be added to any organizational unit.
