Article 1
Purpose. This Decision stipulates the establishment location, duties, tasks, powers, organizational structure, and working methods of the provincial one-stop investment service office and the one-stop investment service coordination unit, in order to facilitate investment, reduce approval procedures at various state agencies, make the investment approval mechanism more expeditious, and promote the formation of a one-stop, transparent, expeditious, efficient, competitive investment promotion system capable of attracting quality investment.
Article 2
Establishment location and duties. The Provincial One-Stop Investment Service Office, hereinafter referred to as the "Provincial One-Stop Investment Office," is established within the Provincial Department of Planning and Investment, with the Investment Promotion Division performing the functions of the Provincial One-Stop Investment Service Office. Its duties are to assist as the secretariat of the Provincial Investment Promotion and Management Committee: receive and forward various documents related to investment promotion and management within and outside Champasak Province, submit them to the Chairperson or Vice Chairperson of the Committee for consideration, without going through the regular document review and study process; manage and use the seal of the Provincial Investment Promotion and Management Committee in accordance with duties and authority; 11. Coordinate with the industry and commerce sector to handle enterprise registration certificates, with the finance sector to handle tax registration certificates or taxpayer identification numbers, and with relevant sectors to handle business operation licenses, aiming for speed, to increasingly enhance the effectiveness of the province's one-stop investment service work, implementing the Decree No. 02/Government dated February 1, 2018, on Improving Various Regulations and Coordination Mechanisms for Business Operations in the Lao People's Democratic Republic; 12. Coordinate with one-stop coordination units of various parties and relevant sectors to ensure speed and transparency in one-stop investment services; 13. Issue response letters, investment licenses, representative office establishment licenses, investment promotion certificates, and other related documents to investors; 14. Coordinate vertically among various one-stop investment service offices to facilitate investors and make one-stop investment service work faster and more efficient; 15. Act as a central hub for coordination with relevant sectors to study, improve, and resolve the license issuance process, making it streamlined, fast, transparent, and convenient, enhancing the efficiency of the private sector in doing business in Champasak Province, aiming to reduce difficulty levels and improve the ease of doing business indicators; 16. Provide preliminary guidance or assistance on investment-related issues or complaints to prevent disputes that may lead to litigation or judicial proceedings, and coordinate with relevant sectors and localities; 17. Summarize, evaluate, draw lessons, and propose directions for improvement regarding one-stop investment service work, submit to the Investment Promotion and Management Committee for consideration and guidance at each stage; 18. Monitor and inspect investments, and report to the Provincial Investment Promotion and Management Committee at each stage; 19. Act as a central hub for consolidating one-stop investment service work throughout Champasak Province, reporting to the Provincial Investment Promotion and Management Committee; 20. Participate in and perform other duties as assigned by the Investment Promotion and Management Committee.
