Articles

Article 1

Purpose. This guidance aims to explain and guide the implementation of certain provisions of the Decree on Fuel Business Operations, No. 331/Government, dated October 27, 2017, in order to create a clear and unified understanding nationwide, and to promote existing fuel business operations to legally conduct their operations in accordance with the conditions stipulated in said Decree.

Article 2

Supplementary Explanation of Terms and Several Definitions. 1. "Fuel Import and Export Company" refers to a company authorized to import fuel for distribution to domestic distribution companies, its customers, or for import for re-export, transit, and as an agent for fuel producers and processors within the Lao People's Democratic Republic to export abroad; such companies must fully meet the conditions stipulated in Article 14 of the Decree on Fuel Business Operations, whether established before or after the promulgation of said Decree. For companies established before the promulgation of the Decree, they shall have one year from the effective date of the Decree, together with the publication of this Guidance, to carry out rectification.

Article 3

2. "Domestic Distribution Company" means a company authorized to purchase fuel from fuel import-export companies and from domestic producers and processors, for distribution to gas stations and their customers, but shall not import or export fuel in its own name. To lawfully conduct the above operations, it must fully meet the conditions stipulated in Article 28 of the Decree on Fuel Business Operations.
