Article 1
Objectives: 1. To instill in every Lao citizen a sense of national identity, independence, and self-mastery, along with a spirit of frugality, diligence in study and research, industriousness, initiative, the ability to overcome difficulties, and heightened conscious awareness of compliance with the law; 2. To integrate the "Patriotism and Development" emulation movement with the implementation of the Party's lines and policies, as well as the objectives of economic and social development plans at the provincial, district, and village levels for each period; 3. To commemorate the achievements and merits of public and private collectives and individuals who have contributed to the defense, construction, and development of the nation, i.e., the construction and development of local communities; 4. To standardize emulation and commendation work, ensuring uniformity in implementation, linking commendation with the emulation movement, and promoting advanced work and exemplary individuals through organized emulation movements with clear content and objectives; 5. To provide a basis for correctly conducting commendation selection based on actual achievements.
Article 2
Principles of Emulation. 1. Emulation must have clear purposes, objectives, content, criteria, timeframes, implementation methods, and clearly defined emulation titles, tailored to the specific characteristics of local collectives; 2. Emulation must be conducted within the scope of prescribed regulations, laws, and various provisions, and must be combined with the rectification of sectoral organizations and local development; 3. Emulation must be proactive, take the lead, be responsible, united, cooperative, and promote mutual development.
Article 3
Principles of Commendation. 1. Commendation must align with actual achievements, be open and fair, and be timely for those with achievements; those engaged in commendation work must act with integrity and provide timely commendation; 2. Ensure unity and consistency among the content, form, and objectives of commendation; 3. Closely combine spiritual encouragement and motivation with material assistance.
