Article 1
Purpose. This Decision stipulates the principles and systems for the administration and use of agricultural and forestry land, to ensure detailed delineation, zoning arrangements, and division of responsibilities in the management by relevant departments, aiming to make the protection, management, development, and conversion of land types comply with laws and regulations and achieve sustainable direction, effectively contributing to the protection and development of Vientiane City, making it clean, orderly, and civilized.
Article 2
Definition of Terms. 2.1 Agricultural Land: Refers to land designated and used for cultivation, livestock farming, and agricultural research and experimentation, including land for irrigation. 2.2 Forestry Land: Refers to all land parcels covered by forests, or land parcels without forest cover but designated as forest land by the State in accordance with the Forestry Law. 2.3 Delineation: Refers to defining the boundaries and use types of agricultural and forestry land based on specific characteristics and actual conditions, for the purpose of planning, management, and effective use. 2.4 Management: Refers to the implementation of arrangement, development, and protection of agricultural and forestry land through the establishment of systems, determination of management measures, and supervision and inspection of land use, making it productive, peaceful, equitable, and in line with objectives.

Policy on the Management of Agricultural and Forestry Land. Survey, arrange, demarcate, and install boundary markers for agricultural and forestry land (food production zones, commodity production zones, and conservation zones), and, based on agreement with relevant departments and local administrative authorities, conduct planning and use management according to conditions, geographical location, and potential advantages, ensuring that the management and development of agricultural and forestry land meet food production needs and protect forestry resources in a sustainable direction.
