Article 1

Article 3 Interpretation of Terms or Rectification. The meanings of terms or phrases used in this Agreement are as follows: 1. Comply with the livable city construction policy and the established plans of the authorities, such as urban planning, road planning, and land use zoning plans. 3. Ensure legal uniformity and equality before residents, communities, and passersby in urban and suburban areas. 4. Ensure peace, unity and harmony, civilized traditions, and the dignity of the capital's people. 5. Ensure social convenience and safety, with public interest prevailing over individual interests, and the minority submitting to the majority.
