Article 1

Purpose. This Decree stipulates the status, duties, rights, obligations, organizational structure, financial and working systems of the municipal administration, aiming to make the organization and activities of the municipal administration firm and strong, with management capacity, providing convenient, rapid, transparent, and fair services, ensuring the efficient and effective implementation of the Constitution, laws, socio-economic development plans, state budget plans, national defense and security work, and foreign cooperation work on the basis of promoting the people's right to mastery and active participation, in accordance with hierarchical management.

Article 2

Status and Functions. The municipal authority is a state administrative body at the district level, directly subordinate to the province. Its functions are: to manage state administrative affairs in the fields of politics, administration, economy, culture, society, national defense, and public security; to cultivate and utilize human resources; to protect and utilize natural resources, the environment, and other resources to generate maximum benefits; to guide and inspect the implementation of village development plans; to organize public services; to ensure peace, order, cleanliness, and aesthetics within the city; to apply modern technological equipment and means; and to develop the city in a sustainable, green, comprehensive, and resilient manner.
