Directive on Implementing Prime Minister’s Order No. 34 (August 23, 2016) – Guidelines for Building Provinces as Strategic Units, Districts as Comprehensive Strong Units, and Villages as Development Units (Attapeu Province)

Article 1

[Basis] Based on the Local Administration Law (Revised Edition) No. 68/National Assembly, promulgated on December 14, 2015, Chapter IV, Article 20 on the rights and duties of the Provincial Governor and City Mayor; Based on the Resolution of the 5th Plenary Session (Enlarged) of the Provincial Party Committee Executive Committee, held from October 11 to 13, 2017; Based on the Request of the Provincial Department of Home Affairs No. 149/Provincial Department, dated October 25, 2017. The Provincial Governor issues the following Directive:

I. Purpose
To thoroughly implement the direction, objectives, and measures of the Central Party Committee Political Bureau Resolution No. 25/Political Bureau (promulgated on December 22, 2014) and the Prime Minister's Directive No. 34/Prime Minister (promulgated on August 23, 2016) regarding building the province as a strategic unit, building the district as a comprehensively strong unit, and building the village as a development unit, to deepen implementation, integrate with the work of building the political foundation and comprehensive rural development, and achieve practical results according to the "Four Contents, Four Indicators"; simultaneously, to proactively implement the resolutions of the (missing) Central Party Committee Congress and the (missing) Provincial Party Committee Congress, following the striving direction from this year to 2020, promote the good experiences from the previously conducted pilot implementation of the "Three Constructions," and rectify remaining issues in implementation.

II. Content of the Directive
1. Assign the Directors of Departments, Heads of Offices equivalent to Department level, Director of the Provincial Defense Command, Director of the Provincial Public Security Command, and the District Governors of the five districts to, throughout the province, emphasize leadership and guidance, organize study, comprehension, and mastery of the Central Party Committee Political Bureau Resolution No. 25/Political Bureau (December 22, 2014), the Prime Minister's Directive No. 34/Prime Minister (August 23, 2016) regarding the direction, objectives, and measures for building the province as a strategic unit, building the district as a comprehensively strong unit, and building the village as a development unit, as well as the Ministry of Home Affairs Guidance No. 02/Ministry, to thoroughly, deeply, and comprehensively implement the Prime Minister's Directive and this Provincial Governor's Directive, combined with disseminating experiences summarized from the pilot implementation of the "Three Constructions" within their own sectors, agencies, and localities, to be completed within November 2017; aiming for Party committees, Party members, and cadres and civil servants from the department level, provincial-level agencies, districts down to the village grassroots level to deeply understand and achieve high unity in implementation.
2. To ensure that Political Bureau Resolution No. 25, Prime Minister's Directive No. 34, and this Provincial Governor's Directive are suitable for the specific actual conditions of each sector, agency, and local grassroots unit, clearly define annual striving indicators for various aspects, and organize annual implementation to achieve practical results, details are as follows:
2.1. Assign the Departments and equivalent agencies to urgently study and revise/issue regulations on the organization and activities of their units, compile handbooks, formulate strategic plans for delegation of authority, clearly define the division of work, responsibilities, and benefit distribution between provincial-level department agencies and their offices located in districts and subordinate units, while simultaneously assisting districts in building the district as a comprehensively strong district and building the village as a development unit, in accordance with the direction and comprehensive standards stipulated in the Central Party Committee Political Bureau Resolution No. 25/Political Bureau, and in line with the actual conditions of each local grassroots unit;
2.2. Assign the relevant provincial departments and agencies to urgently study and implement the direction, standards, and measures for building Attapeu Province as a strategic unit for the next 5 years up to 2025 and 2030, focusing on excellence in seven aspects;
Assign the Provincial Organization Committee, Inspection Committee, Propaganda and Education Committee, and relevant sectors to urgently study and implement the direction, standards, and measures for building Attapeu Province as a strategic unit in terms of Party building and cadre management; strive to build strong, comprehensively capable, effective, and leading Party organization units;
(Regarding the Department of Home Affairs clause, originally numbered 2.8) Assign the Provincial Department of Home Affairs to urgently study and implement the direction, standards, and measures for building Attapeu Province as a strategic unit in terms of administration and state governance based on the rule of law, and formulate strategic plans in coordination with relevant parties;
Assign the Provincial Department of Planning and Investment, Department of Industry and Commerce, and Department of Agriculture and Forestry to urgently study and implement the direction, standards, and measures for building Attapeu Province as a strategic unit driving the province's economic growth, formulate development strategies and plans, clearly define the direction for exploiting and developing the province's potential in all aspects for full and sustainable utilization; coordinate with relevant parties to transform various economic potentials into market-oriented commodities;
Assign the Provincial Department of Finance to urgently study and implement the direction, standards, and measures for building Attapeu Province as a strategic unit in terms of finance, allocate budget to priority programs, and execute and disburse budgets in accordance with the Budget Law and regulations in coordination with relevant parties.
2.4. Assign the Provincial Department of Natural Resources, Department of Public Works and Transport, and Department of Science and Technology to urgently study and formulate strategic plans and handbooks for their units, implement the direction, standards, and measures for building Attapeu Province as a strategic unit in terms of natural resource management, development, utilization, socio-economic infrastructure, material-technical foundations, and environmental protection, ensuring efficiency and strict compliance with the law.
2.5. Assign the Provincial Department of Education and Sports, Department of Health, and Department of Information and Culture to urgently study and implement the direction, standards, and measures for building Attapeu Province as a strategic unit, formulate strategic plans for their units and handbooks on cultural-social management and human resource development.
2.6. Assign the Provincial Defense Command and Public Security Command to urgently study and implement the direction, standards, and measures for building Attapeu Province as a strategic unit in terms of strong national defense and public security. Simultaneously, assign the Departments, agencies, Provincial Defense and Public Security Commands to review and improve delegation of authority, compile handbooks, formulate strategic plans for implementing the "Three Constructions" resolution, clearly assign work, responsibilities, and appropriate benefits to districts, create favorable conditions for districts to self-build into comprehensively strong districts, build villages into development villages, and make significant contributions to promoting provincial and national development, striving to graduate from the least developed country status by 2020.
2.7. Assign the Departments, agencies, Provincial Defense and Public Security Commands to urgently guide and assist districts in studying and implementing the building of the district as a comprehensively strong unit, focusing on the following five aspects: — Party building and cadre management; — Administration and state governance based on the rule of law; — Economy, finance, state assets, protection, development, management, and efficient sustainable use of natural resources and environment; — Culture, society, and human resource development, ensuring professional ethics and high-quality labor skills; — National defense and public security, ensuring strength and order. Simultaneously, assign the districts that were previously part of the "Three Constructions" pilot to review and improve the delegation of authority to villages for clarity. For districts not previously part of the "Three Constructions" pilot, they must also urgently study and implement clear delegation of authority to villages, building villages into quality and effective development units according to the standards set for each period. Striving indicator: From now until 2020, the province strives to build districts into comprehensively strong districts, reaching two districts, namely: Samakixay District and Saysetha District.
2.8. Assign the District Governors to urgently study and guide villages to implement the building of the village as a development unit throughout their respective districts according to the "Four Contents, Four Indicators," as follows:
2.9. Assign the District Governors to formulate plans based on various standards, build key rural areas into small townships in certain locations, announce and implement them, follow the standards assigned by higher levels, and formulate income-generating plans for districts and villages to increase revenue, clearly defining income sources. For example: must attract investment, combined with environmental protection. For the three districts that were "Three Constructions" pilots, reassess whether the previously announced development villages meet the standards set by higher levels; if any standard is found not yet met, efforts must be made to improve it to meet the higher-level standards. This is to ensure the quality of development villages, enabling them to become model villages for others. — Study and disseminate the experiences from building pilot development villages in these three districts to be implemented across all districts. Assign the districts to clearly identify key target villages to be built as development villages in the future (2017–2020 and annually), focusing on district town villages, villages with complete conditions, and poverty reduction target villages, designating them as key targets for building development villages in each district to achieve tangible results. — Building development villages must ensure the following four aspects: + Develop the political system of people's democracy within the village to be firm, strong, pure, and raise awareness of respecting and strictly implementing the law; + Develop the village into a good unit for commodity production and services, capable of establishing development funds, ensuring revenue and expenditure, and managing village affairs self-sufficiently; + Develop the village into a beautiful cultural and social unit under the people's democratic system, reforming backward customs and superstitions detrimental to development; + Develop the village into a strong national defense and public security unit, becoming a combat fortress village and interconnected combat village groups. Striving indicator: From now until 2020, the province must strive to build villages into development units, reaching two-thirds of the total number of villages in the province, details for each district are as follows: + Samakixay District: Review the 14 already announced development villages, and build an additional 5 villages from now until 2020; + Sase District: Review the 5 already announced development villages, and build an additional 23 villages from now until 2020; + Saysetha District: Review the 15 already announced development villages, and build an additional 7 villages from now until 2020; + Phouvong District: Review the 9 already announced development villages, and build an additional 3 villages from now until 2020; + Sanamxay District: Review the 18 already announced development villages, and build an additional 9 villages from now until 2020; — Assign the districts to continue studying and improving, merging small villages into large villages, and building large villages into urban highlights within rural areas, in line with the specific characteristics and actual potential of each district and sub-region. — Assign the districts to formulate their own plans, study how to enhance capacity in the following aspects: politics, expertise, vehicles and equipment, revenue sources, other sources, etc., to strengthen the district's potential. Merging small villages into large villages must ensure the arrangement of permanent residential land, ensure land for permanent production and livelihood, and permanent occupations for each household, so that the people can settle down and work happily, engage in commodity production, earn a living, and improve their lives; Striving indicator: From now until 2020, the province must strive to build large villages into urban highlights within rural areas in each district, reaching 1–2 locations per district.
2.10. Assign the provincial-level departments, equivalent agencies, Provincial Defense and Public Security Commands, and districts to study and formulate budget plans, incorporate them into their annual regular comprehensive budget plans for implementation. Assign the Provincial Department of Finance to assist in guiding the arrangement of annual budget allocations to the key tasks of the "Three Constructions" for each department and locality to achieve practical results.
2.11. Assign the provincial-level departments, equivalent agencies, Provincial Defense and Public Security Commands, and all districts in the province to be responsible for organizing the implementation of this Directive; simultaneously, periodically evaluate the effectiveness of implementation within their units and report to the Provincial "Three Constructions" Secretariat (Provincial Department of Home Affairs), which will compile and periodically report to the Provincial Governor for information. During implementation, attention must be paid to coordination and cooperation among horizontal provincial-level agencies, or between them and their subordinate offices located in districts, to ensure unified and consistent planning and decision-making. Simultaneously, if any difficult issues arise requiring further guidance, they must be promptly reported through the "Three Constructions" Secretariat to the Provincial Governor for instructions.

III. Implementation Organization Measures
Assign the Provincial Defense and Public Security Commands, Departments, equivalent agencies, Offices, and the District Governors of the five districts to formulate strategic plans for their units, clearly define the three-level management structure, compile detailed handbooks for implementation, with the Party Cell Secretary, Directors of Departments, Heads of equivalent agencies and provincial-level offices, Director of the Provincial Defense and Public Security Command, and Party Committee Secretary-District Governor taking the lead, achieving unity within the Party, compile implementation handbooks, and submit them to the Provincial Department of Home Affairs, Provincial Office, and Provincial Department of Planning and Cooperation for monitoring.

IV. This Directive takes effect from the date of signing.
