Articles
Article 1
Purpose. This Agreement stipulates the principles, rules, and measures for imposing fines on those who violate postal laws and regulations, in order to protect the legitimate rights and interests of the State, postal services, service providers, and service users, aiming to contribute to maintaining the economic and social order of the country.
Article 2
Penalty Measures for Violations of Postal Service Operations. Penalty measures for violations of postal service operations refer to the rules and fine amounts established for postal service operators who violate postal laws and regulations.
Article 3
Definition of terms. The terms used in this Agreement have the following meanings: 1. Stamp, refers to a card, imprint, or mark with monetary value, used for affixing to mail and postal parcels, as payment for postal service fees, and for collection purposes; 2. Postal barcode, refers to the code of a postal item, which is a mark readable by machine using optical means to represent information; 3. Subjective fault (personality), refers to an illegal act committed by an individual intentionally or unintentionally; 4. Service fee, refers to the price announced and implemented by postal service operators in each period for the collection, delivery, and distribution of postal items (including promotional activities); 5. Postal service operator, refers to a service provider that offers services for the collection, delivery, and distribution of postal items, printing and selling stamps, post boxes, mailboxes, selling postal products, electronic information transmission and reception, and postal financial services.
