Article 1
Purpose. This Decision stipulates the principles, regulations, and measures for quality management, inspection, and certification of construction material products produced, processed, imported, exported, and sold within the Lao People's Democratic Republic, based on compliance with regulations, principles, laws, and national standards, and in harmony with regional and international regulations; aiming to meet the demand for high-quality construction material products in construction projects, contributing to national economic and social development.
Article 2
Construction material products. Construction material products refer to finished goods resulting from production and processing procedures, used in various construction, building, installation, and maintenance projects, and which comply with national, regional, and international standards.
Article 3
Definition of Terms. The terms used in this Decision shall have the following meanings: 1. "Building materials product operator" means any individual, legal person, or organization, whether domestic or foreign, lawfully registered under the Enterprise Law and engaged in the supply of building materials products in the Lao PDR; 2. "Consumer" means any individual, legal person, or organization that uses building materials products from a building materials product operator; 3. "Enforcement officer" means a person assigned by the relevant state management agency or department and responsible for inspecting the quality of building materials products; 4. "Lao National Standard (abbreviated as 'ນລ')" means a standard approved by the National Standards Committee and promulgated by the Ministry of Science and Technology; 5. "Standard mark" means a product certification mark, management system mark, or accreditation mark established by the Ministry of Science and Technology or other authorized organizations; 6. "Quality" means the required characteristics conforming to national, regional, and international standards in terms of physical, chemical, and mechanical aspects; 7. "Quality mark" means a mark certified by the relevant management agency confirming that the building materials product has passed quality inspection; 8. "Building materials quality certification" means the act of officially organizing, implementing, confirming, and issuing a quality certificate by the agency responsible for the management, inspection, testing, and certification of building materials product quality; 9. "Quality certificate" means a document issued by the competent state management agency to certify that a building materials product has passed inspection and complies with technical regulations and national, regional, and international standards.
