Article 1
Assign the provincial-level departments, the two armed forces, offices equivalent to the provincial level, timber business operators, and the four cities to enhance initiative, focus on and implement Directive No. 15/General Order (May 13, 2016), with emphasis on strictly following all established laws and regulations, particularly those concerning forest management, timber harvesting, transportation, and various timber business operations, to track and inspect the performance of duties, powers, authorities, and responsibilities.
Article 2
Assign all provincial departments and bureaus, operators, and the authorities of the four cities to strictly implement Directive No. 15/2016 (May 13, 2016), with the focus on: stopping the export of raw logs, squared timber, bark-on timber, processed timber, sawn timber, tree roots or stumps, tree stumps, burls, branches, and standing or ornamental trees harvested from natural forests; all are strictly prohibited from being exported to foreign countries; this includes those previously approved by the government but not yet implemented, which must first be processed into finished products according to the standards issued by the Ministry of Industry and Trade (pursuant to Decision No. 2005/MOIT-DTI, September 28, 2015) before an export permit may be granted.
Article 3
Provincial departments, operators, and the administrations of the four cities are hereby charged with implementing the following: prohibit the transit of timber and forest products from other provinces that do not comply with legal regulations through this province for transshipment to foreign countries.
