Articles
Article 1
Mineral resources on and beneath the ground are state property, and it is prohibited for any individual, legal entity, or organization to manage or use them without authorization from the state as stipulated by regulations.
Article 2
Assign the Provincial Department of Energy and Minerals and the Provincial Department of Natural Resources and Environment, in coordination with relevant law enforcement personnel, to dismantle and seize operational facilities, vehicles, and equipment used by individuals, legal persons, or companies for illegal mining, and pursue legal liability against violators in accordance with the law.
Article 3
Any exploration company licensed by the government to conduct business in Sekong Province shall submit all relevant documents to the Provincial Government and relevant provincial departments for their information, and shall coordinate and cooperate in the organization and implementation of the aforementioned work. The company shall formally establish its office premises in the province or city/town where the project is located, to facilitate liaison and coordination before commencing the project; all activities of each exploration company shall be subject to the management of the Provincial Government and relevant provincial and municipal departments in accordance with their duties and established regulations; the relevant provincial and municipal departments shall assign their own technical personnel to be stationed on-site to participate in the management, monitoring, and verification of the company's technical operations, and to act as coordinators with grassroots authorities, promptly coordinating the handling or mediation of any impacts or disputes that arise; the company shall facilitate the work and fulfill corresponding obligations to state technical personnel in accordance with regulations.
