Articles
Article 1
Purpose. This Decree-Law stipulates principles, regulations, and measures concerning the efficient organization and implementation of amnesty work, ensuring humanitarian policies, with the aim of educating and reforming prisoners, enabling them to recognize the correct and just policies and guidelines of the Lao People's Democratic Republic, transforming themselves into good citizens of the nation, intending to bring about social peace and order, and creating conditions for their participation in the defense and construction of the country.
Article 2
Amnesty. Amnesty refers to the implementation of humanitarian policies by the President of the State on major national occasions, primarily on December 2nd, National Day, through commutation of sentences and release of prisoners; for prisoners sentenced to death, the aforementioned policies shall be implemented within thirty days from the date of promulgation of the President's decree.
Article 3
Policy on Amnesty. The State creates favorable conditions for amnesty work by formulating policies, regulations, arranging budgets, and allocating personnel, vehicles, and service equipment, ensuring that such work is carried out correctly and transparently, and safeguarding social justice. The State emphasizes educating citizens and prisoners on laws and regulations through publicity, enabling them to know, understand, respect, and strictly and correctly comply with and implement them.
